The anchors in gnu-linux-faq don't behave as they should. I tried to fix
them. See the attached patch.

I believe the intention was to give the visitor a convenient
way to get a URL for the particular question rather
than to return to the TOC; in other words, those links
are to be copied rather than to be followed.

Perhaps a note in the text could be used to clarify that.

Perhaps, but I never used anchors that way. Why then have the
id="TOCsoandso" in the TOC entry ? It doesn't serve any purpose.

I think you are right, it doesn't serve any purpose
(and IMHO it hardly can be really useful).
